Network assignment is the last stage in the classical four-phase model for traffic prediction. There are different techniques of assignment, from the simplest diagrams of traffic redirection, the all-or-nothing method, to the complex iterative methods such as incremental assignment, the TRIBUT method and the ABRAHAM method. Only some of them are appropriate for the modelling of network assignment by taking into account the toll. For modelling the influence of toll the so-called value of time is needed. Value of time, shown in the actual diversion from the toll roads, can be obtained with revealed preference surveys. They can be performed by surveying drivers at the road cross-sections, or by noting licence numbers. Considering the fact that the first method is not feasible without the police and that an extensive group of skilled people is needed to note licence numbers, which increases the costs, the stated preference surveys are increasingly popular in the world. These surveys can achieve statistically reliable assessments with a fairly small sample.
